2025年3月24日上午7點30分，中國水業(yè)集團（以下簡稱“水業(yè)集團”）在印度尼西亞泗水（Surabaya）下詩都阿佐縣（Sidoarjo）簽訂集團第二個生活垃圾填埋氣發(fā)電項目戰(zhàn)略協(xié)議。參加本次簽約的成員有詩都阿佐副攝政王(Hj. Mimik Idayana)、環(huán)保局負責人、垃圾場主管人員及政府相關(guān)部門負責人，水業(yè)集團海外事業(yè)部總經(jīng)理、印尼項目負責人。會議上雙方對本次項目的深入交流，副攝政王對水業(yè)集團的業(yè)務及發(fā)展提出的高度的肯定，并就填埋氣項目提出切實的建議，要求政府辦公室與水業(yè)集團高度配合，盡快落實推進本項目的實施。

On the morning of March 24, 2025, at 7:30 AM, China Water Industry Group Limited (hereinafter referred to as "CWI") signed a strategic agreement for its second landfill gas to energy project in Sidoarjo Regency, Surabaya, Indonesia. The signing ceremony was attended by the Vice Regent of Sidoarjo (Hj. Mimik Idayana), the head of the Environmental Protection Agency, landfill management personnel, and relevant government officials, as well as the general manager of CWI's overseas division and the project leader for Indonesia. During the meeting, both parties engaged in in-depth discussions about the project. The Vice Regent highly commended CWI's business and development, provided practical suggestions for the landfill gas project, and urged government offices to closely cooperate with CWI to expedite the implementation of the project. 

Sidoarjo為印尼第二大城市泗水旗下縣級行政區(qū)，總?cè)丝诩s為220萬。該項目垃圾體量每日約700噸，本項目預計可發(fā)電規(guī)模3兆瓦，實現(xiàn)年發(fā)電量約2400萬度，碳減排量約9萬噸/年。此次合作將充分利用該垃圾填埋場的填埋氣資源，通過先進的發(fā)電技術(shù)將其轉(zhuǎn)化為綠色、清潔的能源，為當?shù)丶爸苓叺貐^(qū)提供電力支持，同時減少溫室氣體排放，實現(xiàn)資源的循環(huán)利用和環(huán)境的可持續(xù)發(fā)展。

Sidoarjo is an administrative district under Surabaya, the second largest city in Indonesia, with a total population of approximately 2.2 million. The project generates approximately 700 tons of waste daily, which is expected to produce 3 megawatts of electricity, with an annual power generation of about 24 million kWh and a carbon reduction of approximately 90,000 tons per year. This cooperation will fully utilize the landfill gas resources of the landfill site, converting them into green and clean energy through advanced power generation technology. It will provide electricity support to the local and surrounding areas, reduce greenhouse gas emissions, and promote the sustainable use of resources and environmental sustainability. 

水業(yè)集團在過去一年中，已走訪及完成印度尼西亞可開發(fā)垃圾填埋場的項目考察，已積累當?shù)刂匾暮献髻Y源，已深入了解印尼對可再生能源的法律法規(guī)及項目開發(fā)流程及手續(xù)。此次與Sidoarjo Regency簽署的戰(zhàn)略協(xié)議，是水業(yè)集團繼Semarang Regency項目簽約后，在印尼垃圾填埋氣發(fā)電領(lǐng)域取得的又一重要成果。

Over the past year, CWI has visited and completed project assessments for developable landfill sites in Indonesia, accumulating significant local cooperative resources and gaining a deep understanding of Indonesia's renewable energy laws, regulations, and project development processes. The strategic agreement signed with Sidoarjo Regency marks another significant achievement for CWI in the field of landfill gas to energy in Indonesia, following the Semarang Regency project. 

印度尼西亞新任政府對環(huán)保及可再生能源發(fā)展提出了更高的要求及目標，這都是項目開發(fā)的巨大潛力及動力：

The new Indonesian government has set higher requirements and goals for environmental protection and renewable energy development, presenting immense potential and motivation for project development: 

（1）2025年3月10日，印度尼西亞環(huán)境部環(huán)保部部長正式禁止了印度尼西亞所有343個垃圾填埋場的露天傾倒行為。這表明未來更多的生活垃圾都將被運至城市生活垃圾填埋場，這使得后續(xù)垃圾場的垃圾量會逐年提升。

(1) On March 10, 2025, the Minister of Environmental Protection of Indonesia officially banned open dumping at all 343 landfill sites in the country. This indicates that more domestic waste will be transported to municipal landfills, leading to a yearly increase in landfill volume.

（2）目前各城市都新增垃圾中轉(zhuǎn)站，加大政府預算采購更多的垃圾運輸車，使得鄉(xiāng)鎮(zhèn)垃圾也將集中運至垃圾場集中處理。

(2) New waste transfer stations are being established in various cities, with increased government budgets for more waste transport vehicles, ensuring that rural waste is also centrally processed at landfills. 

（3）2025年3月7日， PLN（印尼電力公司）將可再生能源發(fā)電價格及PPA（購售電協(xié)議）相關(guān)流程進行調(diào)整。上網(wǎng)電價從每千瓦時13.35美分提高到每千瓦時19至20美分。新的總統(tǒng)條例也將簡化國家電力公司（PLN）從垃圾發(fā)電廠購買電力的流程。

(3) On March 7, 2025, PLN (Indonesia's state electricity company) adjusted the renewable energy power generation price and the PPA (Power Purchase Agreement) process. The feed-in tariff increased from 13.35 cents per kWh to 19-20 cents per kWh. A new presidential regulation will also simplify the process for PLN to purchase electricity from landfill gas to energy plants. 

（4） 印度尼西亞首次參加COP29，并對未來減排進行了強有力的響應及政策部署。

(4) Indonesia participated in COP29 for the first time and has made strong commitments and policy deployments for future emission reductions. 

本次簽約不僅標志著水業(yè)集團在印尼綠色能源版圖上再添濃墨重彩的一筆，也進一步堅定了水業(yè)集團在印尼開疆擴土、發(fā)展垃圾填埋氣發(fā)電等環(huán)保項目的信心。未來，水業(yè)集團將繼續(xù)加大在印尼等海外市場的投資力度，推動更多垃圾填埋氣發(fā)電等綠色能源項目的實施。同時，水業(yè)集團也希望更多中國合作伙伴加入，乘著出海的浪潮，攜手并進，向東南亞等國家輸送中國成功、豐富的項目經(jīng)驗。

This signing not only marks another significant milestone for CWI in Indonesia's green energy sector but also strengthens the Group's confidence in expanding its presence in Indonesia and developing environmental projects such as landfill gas to energy. In the future, CWI will continue to increase its investment in overseas markets like Indonesia, promoting the implementation of more green energy projects, including landfill gas to energy. At the same time, CWI hopes to collaborate with more Chinese partners, riding the wave of global expansion to share China's successful and extensive project experience with Southeast Asia and beyond.
